CRIMINAL JUSTICE REFORM: What's Working? What's Not? What Don't We Know? America’s criminal justice system is overdue for reform. Even as national crime rates have stabilized, the system at both state and federal levels is struggling under the legacy of “tough on crime” approaches—such as overcrowded prisons and harsh sentencing laws—that have had a disproportional impact on poor and minority communities, are unsupported by research and, in the nation’s current financial crisis, are increasingly unaffordable. Support for a re-think appears to be growing across partisan and ideological lines and, combined with the election of a new Administration, may have laid the groundwork for a significant overhaul in what some experts are already calling a “watershed moment.” An important prerequisite for such a dramatic transformation is an aware and knowledgeable media community that can report on what the new research shows and can hold policymakers accountable.
On Feb 1-2, 2010, the Fifth Annual H.F. Guggenheim Symposium on Crime in America will therefore focus on identifying areas of criminal justice policy where innovative approaches or programs have begun to show results (and where they have failed), and explore how journalists can tap the current work of practitioners, advocates and researchers to sharpen and inform the public debate.
The topic areas to be covered include the impact of the financial crisis on corrections policies across the nation, the treatment of mentally ill offenders, the validity of problemsolving courts and evolving community-based approaches to policing, crime prevention and prosecution, and the challenge of establishing new approaches to at-risk juvenile offenders. | | 02/07/10 |  | National Black HIV/AIDS | | | | | Details: National Black HIV/AIDS Awareness Day, February 7th of every year, is a national HIV testing and treatment community mobilization initiative targeted at Blacks in the United States and the Diaspora. There are four specific focal points: education, testing, involvement, and treatment. Educationally, the focus is to get Blacks educated on the basics of HIV/AIDS in their local communities. Testing is at the core of this initiative, as it is hoped that Blacks will mark February 7th of every year as their annual or bi-annual day to get tested for HIV. This is for those who are sexually active and those at high risk of contracting HIV. When it comes to community and organization leadership, getting Blacks involved to serve is another key focus. And lastly, for those living with HIV or newly testing positive for the virus, getting them connected to treatment and care services becomes paramount.

A Time to Lead
During this decade, our country has made progress on homelessness – sometimes halting, sometimes uncertain, sometimes stunning, and always welcome. Now that progress is threatened by the fallout of the recession. The number of homeless families, after declining throughout the country, is now going back up in many places, rapidly in some. Dramatic cuts to state budgets are reducing services and programs, and unemployment is pushing families on the economic fringes into homelessness. But amidst this turmoil shines a light of opportunity. People involved in the fight against homelessness have proven that the tools we have developed are effective. Those tools can be put to work, at larger scale and ever more effectively, to face these new challenges, to staunch the flow of families into homelessness and to change the way we do business so that family homelessness will rapidly decline as the recession ebbs. Now is the time to demonstrate to the public what we have already known for years: we can end homelessness for America’s families, together.
